Carol Marie (Webber) Blackburn, 90, of Huron, passed away peacefully Sunday, May 25, 2025, at Parkvue Health Care Center after a brief illness.

Carol was born October 21, 1934, in Elyria, to the late Irvin and Theresa (Hlebcar) Webber.

Carol graduated from Elyria Catholic High School in Elyria, in 1952. A woman of deep faith, she devoted her life to advocating for individuals with developmental disabilities, inspired by her oldest child, Greg. Her efforts led to significant legislative changes in Ohio, improving care and support statewide.

In recognition of her work, she was honored twice as "Mother of the Year" by Governors James Rhodes and Richard Celeste and was inducted into the Elyria Catholic High School Distinguished Alumni Hall of Fame. Carol served on the Erie County Board of Developmental Disabilities and was a board member for Erie Residential Living in Sandusky.

She was an active member of several Catholic parishes, teaching adult religious education at St. Mary's in Sandusky and serving on multiple committees at St. Peter Catholic Church in Huron.

Carol lived life with purpose and joy. She was a long-time member of her golf league, enjoyed her card club, and was a devoted Cleveland Guardians fan. Most of all, she loved her grandchildren dearly and found her greatest happiness in being with them.

Carol is survived by her four children, Paul (Penelope) Blackburn of Oregon, OH, Pamela (Mark) Keech of Sandusky, Audrey Blackburn of Tennessee, and Diane Blackburn of Huron; 11 grandchildren, Brett, Erin (fiancé, Justin), Kelson (Ali), Lily (Brian), Sarah (Matthew), Tara (Kyle), Elizabeth (fiancé, Nick) Madison (Kent), Emily, Lauren and Abigail; 15 great-grandchildren; and numerous nieces, nephews, and other relatives.

In addition to her parents, Carol is preceded in death by her husband of 39 years, Charles Blackburn, in 1995; children, Greg and Amy Blackburn; grandson, Christopher Keech; and two sisters, Shirley and Jean.

Friends may call from 4-7 p.m. Thursday, May 29, 2025, at Groff Funeral Homes & Crematory, 1607 E. Perkins Ave., Sandusky. A Prayer Service will be at 9:30 a.m. Friday, May 30, 2025, at the funeral home, followed by a Mass of Christian Burial at 10:00 a.m. at St. Mary's Catholic Church, 429 Central Ave, Sandusky. Burial will follow at Meadow Green Memorial Park, Huron.
