Thomas E. Ruffing, 74, of Portsmouth, Virginia, passed away Friday, February 27, 2026, at Autumn Care Skilled Nursing, Virginia. Thomas was born January 17, 1952, in Bellevue, the son of the late Sylvester and Dolores (Koch) Ruffing.
Growing up, Thomas attended Margaretta Schools. Following graduation, he enlisted in the United States Army.
Thomas is survived by his sons, Thomas Ruffing and Jeremy Ruffing; siblings, Michael (Annette) Ruffing, Marjorie (Mike) Tonelli, Marcia (Eugene) Beamer, and Pam (Don) Fritz.
In addition to his parents, Thomas is preceded in death by his brother, Gary Ruffing.
A committal service will be at 11 a.m. Sunday, March 15, 2026, St. Mary Catholic Cemetery, 609 Vine St., Clyde, OH 43410.
Memorials may be made to the family in care of Foos and Foos Funeral Service, 151 Yorkshire Place, Bellevue, to assist with expenses.
